Connect delivered business value to value stream

• Some ideas/code are worth more than others, because of their business value.
• In GitLab, we will measure this business value by leveraging monitoring of delivered code.
• With Prometheus, we are already measuring various metrics.
• We will also measure other user-defined metrics, like how much "lift" a feature created. For example, if a feature increases sign-ups by 100%, that is tangible business value.
• This is the benefit/value in the value stream.
• The cost is the time and resources we invest to deliver that feature, and also the long-term maintenance.
• Both the benefit and the cost are combined and presented/surfaced to users, and they are compared with other ideas/code that are shipped.
