Git Hook to enforce branch naming conventions

Feature Proposal

Customer would like a new field for a project git hook that enables the project administrator to add a regular expression to enforce naming conventions for new branches.

Does this belong as a custom git hook or as a new addition to the Project/Git Hooks interface?
