Overview of locked files displays HTML instead of relative time srting

Summary

The <time> tag on the page Repository -> Locked Files is not replaced/interpreted, to display a relative time like 10 minutes ago.
Happens on gitlab.com

Steps to reproduce

  1. Lock a file
  2. Navigate to Repository -> Locked Files
  3. There should be some code displayed, instead of the time you locked the file

What is the current bug behavior?

The time on which a file has been locked is displayed as locked by Dustin Eckhardt <time class="js-timeago" title="Mar 23, 2018 6:24pm" datetime="2018-03-23T18:24:00Z" data-toggle="tooltip" data-placement="top" data-container="body">Mar 23, 2018</time>

What is the expected correct behavior?

The text should be like locked by Dustin Eckhardt X minutes ago
