Move "allow developers to create projects in groups" to Starter

In many organizations, developers should be able to create new projects. This is demonstrated by the default setting that Developers and Masters can create projects in groups in GitLab Premium.

Prior to allowing developers to create projects in groups organizations needed to give all developers Master permissions in the group.

Proposal

• Make this setting available in GitLab Starter
• Make the default setting in GitLab Starter "Developers + Masters" can create projects
