allow multiple comments per line of code

Description

It is possible to attach a comment to a line of code (e.g. via a merge request). During the life-time of the merge request it is possible to keep track of which comments are 'processed' and it is possible that such comments evolve into 'discussions'. Each discussion can reach a 'resolved' state.

It is currently not possible (at least not in 10.2.4-ee) to add more then one comment per line. It would be nice if we can add multiple per line, such that we can more easily keep track which comments are resolved and which not.
