API: extends project/git_hooks to allow the modification of maximum file size, prohibited file names, …

As a project owner/maintainer, I want to be able to configure my projects with the API. More specifically here, I want to be able to configure all options of Git Hooks.

On current version (8.7.0-rc4-ee) only "deny_delete_tag" and "commit_message_regex" can be configured through the API while it is possible to add a check on user, prohibite some files names and limit the file size with the web interface.

It would be great if all these options were configurable through the API.
