Investigate why GCP Geo nodes cannot move original repository out of the way

In https://109d3390fac34f3248388dc3d64a49da.us-central1.gcp.cloud.es.io:9243/goto/965e6e307bfc3843abbd8e498924ef50, I see about 2,400 errors syncing repositories, 220 of which have the error message in Geo::RepositorySyncService:

Can not move original repository out of the way

I think this is the recovery mechanism running. It would be helpful to have more detail and to know why these are failing.
