Preview comments for batch comments in merge requests

With this issue, the “Submit review” button next to the pending comment changes label to “Finish review”	“Finish review” opens the list of pending comments with a “Submit review” button for confirmation. Comments that change the resolved status of the discussion have an indication “Resolves discussion” or “Unresolves discussion”. Clicking on a dropdown item navigates to that pending comment — **note that we also list pending comments to non-code discussions (only appear in the “Discussion” tab), so clicking one of those items should change to the “Discussion” tab and navigate the user to the pending comment.**
