Multiple clusters page: Remove tabs and replace with single list

The original design for multiple clusters divided the list in 'Active', 'Inactive' and 'All'. As pointed out by @bikebilly this can cause some problems:

One of the problems of having Active, Inactive, All, is that if you deactivate a cluster, it disappears from the list and moves to another tab. It seems weird to me, and unlikely to be a good flow.

Proposal

Leave a single list on the page that shows all clusters at all times.

Replace the tabs with a string, resulting in a similar layout to the Labels page

The string to be used will be: Clusters can be used to deploy applications and to provide Review Apps for this project
