Search and filter bar in roadmap view

• Take the existing search/filter bar for epics list, and add it to the roadmap view.
• So you should have the same functionality of the searching and filtering:
  • Searching by title and description
  • Filter by author
  • Filter by label

To widen your search, change or remove filters. If something is missing, create an epic.

The part that says If something is missing, create an epic. and the “New epic” button should only appear if the user has permissions to create epics in that group.
