Rerun pipeline/job on specific runner and/or tag

Description

When debugging CI/CD pipelines, it's valuable to be able to jump into the instance/container for deeper inspection. we can allow people to SSH into boxes, but another way to do this is to ru-run the job/pipeline on a specific runner that you already have full access to, perhaps even on your personal laptop. Maybe we could make it easy to designate a runner with increased transparency, or even connect to your laptop which normally isn't part of the allowed runners.
