Related system note should not be visible for confidential issue if don't have confidential issue permission to view

#14 is a confidential issue. So in the screensehot on the right, you don’t see it linked, which is correct. (Person on the right is not logged in, so doesn’t see 14.) But the system note still shows. (The link is not there. But the system note is present.) This should not be the case. The system note should not be visible in the screenshot on the right.
