Make artifacts to be uploaded to Object Storage automatically

Currently, build artifacts has to be manually migrated.

We should introduce an option to upload artifacts with a delay to Object Storage using asynchronous/background tasks.

To finish this, we'd need to revert: omnibus-gitlab@4c742d45 too
