[meta] Geo testing tool

I think we need a more robust Geo testing tool that exercises a number of conditions:

1. Bulk project creations
2. Project deletions
3. Bulk pushes in multiple repositories
4. Project renames
5. SSH key adds/removes

Essentially, I think this tool needs to be able to generate lots of events in the Geo event log, and then we need to measure how long/whether the events were properly updated on the secondary.

Thoughts on the first iteration of this?
