Restrict ability to apply labels to specific user groups

In our GitLab workflow, we always want to make sure we complete our Deliverable issues. Unfortunately, sometimes people who are not PMs assign the Deliverable label, which really complicates the tracking of true Deliverable issues.

I'd like to propose we add a feature that restricts the ability of applying certain labels to specific user groups. For eg. only users that are part of the product managers group can apply the Deliverable label
