Backfill Release Name with Tag Name

Merge request gitlab-ce!26807 "Set Release Name When Adding Release Notes to an Existing Tag" fixed a bug where a Release could be created without a name.

This issue is a follow up to backfill any rows where release.name is NULL with the row's release.tag.
