Options for improving automatic repo GC

The 'housekeeping' button in projects is a nice step toward empowering the project master/owners to fix their own problems. However, it's still manual and it may not be obvious to users when this needs to be pressed. The linked Zendesk ticket is a case from one of our larger customers. They encounter performance problems prior to GC-ing quite often. The customer requests that we see if we can find a good way to do automatic GC when necessary. Do we have any ideas how we can do this?
