`Mirror Repository` navigation item redirects to project page for empty project

In an empty project, if you go to Settings -> Mirror Repository it quickly redirects you to the main project page.

We should either:

• Show this page and not redirect
• If this page shouldn't be accessible when there are no files, remove it from nav when the repo isn't intialized.
