Attachments stay pernamently in /var/opt/gitlab/gitlab-rails/uploads/<group>/<project> even after issue deleted.

After deleting issue with attachments the attachment file is not deleted from drive at /var/opt/gitlab/gitlab-rails/uploads/<group>/<project>
Steps to reproduce
- Create issue
- Attach file.
- Delete issue.
- Check that link with file exists in
/var/opt/gitlab/gitlab-rails/uploads/<group>/<project>

Files are kept permanently.
