Dependency List is not up-to-date - backend

Backend issue for https://gitlab.com/gitlab-org/gitlab-ee/issues/12190

Proposal

backend will return new report.generated_at. It will be timestamp from the database, so it will be in UTC in the ​format "2019-09-03T15:48:20.597Z".
