License Compliance settings: user awareness if setup configuration is not complete

Problem

When a user navigates to the settings section to blacklist/whitelist license, the below UI is displayed. The message is OK if the License Compliance has been configured; however, the same message shows even when the configuration setup has not been completed. The user may then proceed to whitelist/blacklist items, without proper setup which enables the feature.

Solution

If license compliance has not been configured on a project: remove the ability to add/remove licenses and display messaging explicitly stating the configuration has not been completed and needs to be enabled in order to use:
