Restrict Time Tracking to instances who have Enterprise Premium

Description

We've released Time Tracking as a new Product, but at the moment it's available to any EE instance. We should restrict Time Tracking to instances which have bought Enterprise Premium available.

• Restrict availability of Time Tracking feature instance wide based on the license key
