No default issue template for GitLab EE?

Hello. In our company we are using GitLab Enterprise Edition 11.10.1-ee.

In GitLab Docs, describing how to set up a default template for issues, is written that:

This feature was introduced before description templates and is available in GitLab Starter. It can be enabled in the project’s settings. - Templates for issues were introduced in GitLab EE 8.1

Does it mean that GitLab EE does not have default templates, but only normal templates that you have to put under .gitlab/issue_templates dir and you have to select every time you create a new issue? PS: we don't have under settings a Default description template for issues entry.
