Modifications to weights mid-milestone should be reflected in the burndown charts

Problem to solve

Currently it is not possible to refine an issue's weight estimate (or 'remaining weight') as work progresses. (Changing the weight is equivalent to re-estimation and modifies the total weight for the milestone.) This reduces the effectiveness of the burndown charts when (for example) larger issues are being worked on, or larger issues aren't quite finished at the end of a sprint.

All developers would use this feature to update progress on issues on a daily basis.

Basic process would be to integrate weight estimate updates (i.e. burn weight) into daily standups.

Proposal

Most flexible option would be to add a 'weight remaining' parameter to each issue that is equal to the issue weight whenever the weight is modified, but can also be edited independently.
