Restrict file locking to specific project members/roles

In addition to disabling File Locking at the projects and groups level https://gitlab.com/gitlab-org/gitlab-ee/issues/6129, it would be useful if file locking can be restricted to certain project members or those having certain roles/permissions.

Proposal

Add setting for selecting project members that can use file locking to Project settings
