Show high visibility alert in project if master is red

Problem to solve

The master/default branch being red in a project is a super actionable, important item to be aware of, and it can be surprisingly easy to miss if nobody is watching closely. This even happens occasionally to us internally here at GitLab, especially if a project is a bit off the beaten path. It would be good to show an alert maybe in the left sidebar if the master branch is red, to draw visibility from anyone casually using that project.

This could possibly be extended to other branches as well.
