Filter favourites or saved searches

Feature Proposal

Allow a user to establish favourite filters within the issue tracker. This will allow a user to quickly find the issues that match the criteria that they use most often.

GitLab-CE Examples:

• Unassigned bugs - Save a search with filters for open issues, with a gitlab-org/gitlab-ce~12980 label that are not currently assigned
• Future Feature Proposals - Save a search with filters for open issues, with a gitlab-org/gitlab-ce~14213 label that are not currently associated with a particular milestone
• Ideal First Contributions - Save a search with filters for open issues, with a gitlab-org/gitlab-ce~131895 label that are currently unassigned and not associated with a particular milestone
