Use `rules` for scheduling

Change the pipeline to use rules, which will allow two different pipelines schedules.

  • The frequent pipeline will run every 4 hours.
  • The infrequent pipeline will run every week, at 1am UTC Monday (will run during the APAC TW's shift).
