Clarify that Auto DevOps is not enabled by default on .com
In our Docs, we state that Auto DevOps is enabled by default: https://docs.gitlab.com/ee/topics/autodevops/#enabled-by-default
However, this is only valid on self-managed instances. On .com, new projects do not have Auto DevOps enabled by default.
The current information is thus incorrect and caused multiple Secure PMs to not only have wrong assumptions about their own feature onboarding process (that is dependent on Auto DevOps), but also communicate this incorrect information publicly to users. We should thus clarify this before/while we make a decision whether we should change the behavior to also have Auto DevOps enabled by default on .com in gitlab#284098 (closed).
