Control the width of the in-page table of contents on documentation pages
Proposal
In the current documentation site, the width of the right-hand table of contents varies from page to page, and seems to be based on the contents of the table of contents (which consists of the headers within the product doc page). Pages with shorter headers have narrower tables of contents. Pages with headers that are longer (such as "Granting a managed instance group access to all images in a project") or with many nested header sections, or both, have tables of contents that can take a notable amount of the screen's space.
This variable sizing of the table of contents section means that when you go from doc page to doc page, the right margin of the content moves around, making for an "unfinished" experience for visitors.
It would be good for the table of contents width on the page to be consistent for all documentation pages.
