Make the banner dismissible by the user

In !1040 (merged), we introduced a banner that we can use to add surveys, and maybe other information in the future. In the initial MR, the banner is hardcoded and the users cannot dismiss it.

We should update the implementation so that the banner uses cookies and knows when a user has dismissed it.
