Add capability to link directly to comments in GitLab documentation

Overview

Since comments are hidden by default in the documentation, linking directly to a comment doesn't actually take you to the comment being linked.

Current Behavior

Linking to a comment (e.g. https://docs.gitlab.com/ee/workflow/time_tracking.html#comment-3790337503) acts the same as linking to the root documentation page

Intended Behavior

Linking to the comment should take you to the comment itself

Use Case

The Community Advocacy team often finds a user's question (asked on Twitter, Stack Overflow, etc) has been answered in the comments of a page in the docs. Being able to link to the specific comment would help us answer more accurately, and encourage users to search through documentation comments before asking on another platform.
