Tier badges should link to the pricing page

There is a nice widget on many pages that tell what tier a feature is available in:

however, even with the pop, it can be difficult to understand what "Ultimate" or "Silver" to someone unfamiliar with GitLab.

Proposal

Link the tier widget to the pricing page. Folks can hover to get a pop or click to get a fuller understanding of what each tier is. Clicking on a Self-managed tier should go to https://about.gitlab.com/pricing/#self-managed while GitLab.com tiers should go to https://about.gitlab.com/pricing/#gitlab-com
