On docs home page elements should have sufficient padding within viewport

On https://docs.gitlab.com/ on mobile:

  • Welcome text gets cut off -- at least when "Good afternoon" is displayed (so, certain times of day)
  • The search box also nears the left and right viewport edge, which may be fine in itself, but it isn't quite centered.
  • The top menu links to GitLab, Omnibus, Runner are not displayed evenly.

  • When on mobile, drop size of welcome message "👋 Good afternoon, how can we help?" down to ~20px
  • Update text to "👋 Good afternoon! How can we help?"
  • Ensure search box has equal left/right padding when rendered on mobile. Right now there's more on the right. (If it is not possible to do this successfully while keeping the box centered on typical desktop browsers, then increase the left AND right padding for mobile (or reduce the box's overall width) so that the slight difference is not noticeable.)
  • For top menu links to GitLab, Omnibus, and Runner, either hide them on mobile (given that they are linked in the main area of the page, anyway) or change the padding so that there's less space between the 3 of them than there is between GitLab Docs and GitLab. I.e.

Instead of

GitLab Docs  GitLab    Omnibus    Runner

Should be

GitLab Docs    GitLab   Omnibus   Runner
