Refactor banners to use a Pajamas component

The banner component and the "archived version" banner could both utilize a GlBanner or GlAlert component from the Pajamas design system.

Using a GitLab UI component will reduce the amount of custom code we have for these and better standardize their appearance/behavior with GitLab design guidelines.

This will also be one more step towards completing #439 (closed).
