Add Runit / Foreman checks to ease transition

This was broken out of !800 (merged). Part of #624 (closed)

I want to ease the transition from Foreman to Runit. This change adds messages that:

• tell the user to stop gdk run before using anything with Runit
• print a friendly message if Runit is not installed
