Add instructions for installing NodeJS 8.x
Follow-up to https://gitlab.com/gitlab-org/gitlab-ce/issues/33886#note_79088379
It's easier to support contributors / developers if they use the same version of Node. This change makes Node 8.x LTS the recommended version.
