Add docs on installing GDK with postgresql-9.6 on Ubuntu 18.04
Ubuntu 18.04 uses postgresql 10.x as the default postgresql and postgresql-contrib packages
To use GDK on Ubuntu 18.04 with postgresql-9.x
instead of postgresql-10
