Ask to restart after `gdk reconfigure`

What does this Merge Request do and why?

⚠ This MR requires !2441 merged first.

Sometimes it's easy to forget that a gdk reconfigure may need a restart. Ideally gdk reconfigure would restart the services that had config files that changed, but for now let's ask the user at the end.
