Add single setting to enable AI Gateway and Duo Workflow Service

Problem Statement

Engineers have to enable AI Gateway and Duo Workflow Service separately in gdk.yml. Most AI features require both services running together. Right now there's no single setting to enable both at once.

Impact

Engineers working on AI features have to configure each service separately.

Proposal

Add a single setting in gdk.yml that enables both AI Gateway and Duo Workflow Service. When engineers set something like ai_services: enabled and run gdk reconfigure, GDK automatically sets up both services.

Expected Outcome

• GDK has a setting that enables both AI Gateway and Duo Workflow Service
• gdk reconfigure sets up both services when enabled
• Documentation updated with the new setting
