Announcements not working

Overview

In Add telemetry support (!3366 - merged) I added https://gitlab.com/gitlab-org/gitlab-development-kit/-/blob/ec4f17106991433b644872d281d9b6bcd7d9581f/data/announcements/0007_telemetry.yml but neither I, nor any team members have seen this message since updating.

Is there a bug?
