Document Setup and Usage of the Container Registry With the Metadata Database Enabled

Overview

As part of Release container registry with metadata databa... (&5521) we can expect usage of the container registry database to become more widespread among users. We should provide documentation in doc/howto/registry.md to guide users in setting up the registry with the database, both as a fresh install and migrating existing data.
