Some MRs cannot be merged because they don't have the required /doc/ approval

Overview

As mentioned at !2971 (comment 1280638699), there's a discrepancy between suggested reviewers via reviewer roulette with who's able to approve as defined in .gitlab/CODEOWNERS

The following categories relate to this issue:

• gdk-reliability - e.g. When a GDK action fails to complete.
• gdk-usability - e.g. Improvements or suggestions around how the GDK functions.
• gdk-performance - e.g. When a GDK action is slow or times out.

Proposal

The easiest (but not necessarily the best) path forward for the GDK specifically, would be to update .gitlab/CODEOWNERS to be:

+/doc/ @gitlab-org/tw-reviwers

Bare in mind, @gitlab-org/tw-reviwers does not currently exist.
