Create mise plugins to install prebuilt postgres, redis and ruby packages

Proposal

Marrying up with #1391, we need to create asdf plugins to allow prebuilt binary packages of postgres, redis and ruby to be installed on a users machine:

• postgres
• redis
• ruby
