Eliminate need to install new license in Gitpod each time

Overview

Gitpod appears to setup a new environment each time which has many benefits. One of the challenges with this though is that it is the free version which doesn't contain many of the features we need to test for MRs. It seems the solution currently is to install a new license every time, and with the recent change that requires a ticket for creating a new license this can be even more time consuming. It would be great to have a way to access the needed license or even default to Ultimate with the option to roll back to a lower tier if need be.
