Describe Ruby installation on Ubuntu/Debian after asdf became default

!1448 (merged) removed how to install Ruby with version specified for non-macOS environments from prepare doc. At least we GitLab Tokyo's local Hackathon found no description about Ruby installation on Ubuntu (18.04 LTS) and Debian (11, testing, Bullseye).
