Review chart tooltip in relationship with popovers

I believe it was decided that we needed a separate chart tooltip in #255 (closed), essentially because chart popovers can end up being much wider than normal popovers, and because they have columns of information rather than a single text block. I'm not sure why the line height would be any different than the normal popover, though. I'm guessing that was just something we missed during the original implementation?
This spec export has example chart popovers in it, if it's helpful. Other than the max-width, the columns, and perhaps the fact that we are passing the color chips into the popover (?), it should otherwise be the same as the other popovers.
That being said, in looking at the normal popover spec preview, it seems like the popover design has perhaps been updated since the original chart popover was built (as the current popover doesn't have a grey background in the header, it's just white). That might be something to make a follow-up issue for?
Problem
We currently have a separate tooltip called a "chart tooltip". This isn't aligned with our tooltip component, but is more closely tied to our popovers.
Since this information needs a wider width that are defined in our popovers, we should look at whether it makes sense to extend another larger variation of the popover component to make use in charts.
