Create UI theme that is safe for color-blind users

We recently made comprehensive updates to the GitLab (Pajamas) color scheme, that helped improve the color contrast of the Product UI. There is still room to improve when making our product color-safe for users with different types of color vision deficiency.

In gitlab#29004 (comment 342615193) we can see that there is still confusion color between orange and red shades, particularly for Deuteranopia type of color blindness:

Proposal

Create a UI theme that is safe for color-blind users, providing adequate interface, specially for the red-green color space.

This theme should be available via user settings, and can be turned on/off.

Once on, the theme should be applied across all Pajamas UI elements, such as buttons, labels, navigation, etc.
