The service did not start due to a logon failure

I am trying to install a runner on my windows 8.1 machine.

I registered the runner with my Gitlab CI server with no errors.

However, when I run the following command I get the following error.

$ gitlab-ci-multi-runner-windows-amd64.exe install --password WINDOWS_MACHINE_PASSWORD
$ gitlab-ci-multi-runner-windows-amd64.exe start
$ FATA[0000] Failed to start GitLab Runner: The service did not start due to a logon failure.

I also tried the x86 but I get the same error.

Any thoughts on what might be causing this issue?
