Fix issue where files on a fork could not be edited

Fixes https://gitlab.com/gitlab-org/gitlab-ce/issues/28188

Issue was introduced by refactoring in https://gitlab.com/gitlab-org/gitlab-ce/merge_requests/7237 and our poor test coverage of this feature.
